Volusion has an option for minimum price but not a minimum quantity. The minimum product quantity is 36 and the products can be mix and matched it's just the total in the cart has to be 36 or more.

I would upgrade my current website based on the current Volusion platform, it hasn't been worked on for years and it isn't very user friendly.
