Create cloudformation template which creates VPC , Opsworks stack call test, and single layer called etcd
When you launch an instance in this layer, it should install etcd ( you can use community cookbook--if you like)
Download this cert: [login to view URL] and store in etcd. key: foo, value: the output from cert . This should be part of the instance startup.
Write the cert to /tmp/foo using confd , this should be part of the instance startup. Once the instance is booted up, there should be file in /tmp/foo, which should have the cert.

I've worked with CloudFormation for auto-deployment of instances, Elastic Load Balancer (ELB) in order to provide high availability with Scaling groups in order to load new instances whenever certain parameter metrics match.
Further more, I've done deployments with LAMP stack as well as Ruby stack. I've also used puppet and git for deployments.
