custom theme, possible programming for creations of custom meta tags module

I have created illustrations of layouts to give an idea of what unique functions and customization of theme I need. Sign up page [login to view URL]@N06/12197073946/ Landing page for new members to be completely unique from standard dolphin layout theme. This page would be of a minimalist style with no options bar and the banner/logo in the middle of page. Only a sign up module on the top right corner for member to enter username/password to login. The sign up form will be floating in the middle of the page. Other unique item is meta tags associated with members are to populate at random as pictured. They will not require refreshing within a set amount of time although that would be pretty cool. These tags are for esthetic purposes and are printed as text not hyperlinks. Once logged in - Search members [login to view URL]@N06/12197416206/ This is a simple page that consists of logo in the middle and random floating meta tags that consist of members *anywhere* or *within the boundaries* specified by the search function in the middle which searches by radius according to city/zip of where members reside. These random tags are in-fact hyperlinks to the members' profile to which the meta tag belongs. Hitting the 'refresh tags' button simply causes random tags to populate for profiles that fall under search radius parameters. Upper right hand corner will have option to edit profile and log out. Profile edit page [login to view URL]@N06/12196871834/ Possible minor theme corrections to standard Dolphin layout. Most important work is addition a meta tag module to associate with status updates contained within timeline. User will enter a status update and will be required to accompany that status with keywords, or meta tags, which relate to that status update.
