Business plan: Cargo airline in West & Central Africa

I need a business plan developed for the creation of a cargo airline serving West & Central Africa. The business plan should include, but is not limited to: Business concept, financial features, start-up capitalization, market analysis, marketing plan, operations, management team, etc. While this is a very niche endeavour in a specific area, I will require market analysis and extensive research on the cargo airline industry and the market for such services in West & Central Africa. I will disclose to the winner bidder, or interested parties via PM, the countries, type of aircraft, and type of operations this business will be engaged in. I will do my best to provide as much contextual information as possible, but will need the successful bidder to ask for the specific pieces of information they will need, and fill in as many blanks as possible through research and common sense. If some areas are incomplete, that is acceptable and I will just need them as holding sections, or templates, as I will be able to fill them in at a later date when I have more information. Due to severe time constraints, I will need the finished product received no later than April 20, 2015 and will make myself available to answer questions as promptly as possible. If possible in your bids, or through a PM, provide me with a rough outline of what the plan will include, and how much information from the outline you will need me to provide versus how much you will be able to find through independent research.
