App that calls a mobile phone when recieved specific emails

I need a little software application that: when recieved an email with a specific subject or sender, triggers a call to a mobile phone. There is 2 options for the solution: 1) The application will retrieve or extract emails from an account of hotmail, gmail or yahoo (each 5 minutes for example) and if it founds one with the specified subject then the application calls to a mobile phone. 2) You find or made a very basic email server-manager that supports to do something when recieving an email with a specified subject, for example create a file or call an application (i dont care about this interaction). Then when that trigger accurs, the application calls to a mobile phone. (The very basic email server-manager must be free or very cheap). Additional importan specifications: - For the call to the mobile phone, can be used the Skype API or something similar (that support calls to europe numbers). - The inputs are: extraction_time_interval (just for solution 1) email_sender (optional) email_subject_starts_with or email_subject_contains skype_username skype_password mobile_phone_number number_of_consecutive_calls The application is requiered as soon as possible, so please bid with knowledge on how to give a good solution on what i want.
