I need an application to run hidden in my system tray to check firstly if another application is running and then, if so, to check for anything new that is copied to the clipboard every 1 second. If the clipboard contents as a string started with 0044 and was less than 15 characters it would then assume it was a phone number and send it to Skype via a command line type command without any user intervention. The command line is [login to view URL]:phonenumber
