Develop an Internet Explorer Extension in C++

Third Time Lucky! Please read the attached Functional Specification for this project VERY CAREFULLY before bidding. It will require some advanced Windows/C++/Extension development and therefore requires a very skilled programmer to complete. I have a web application called SafeBrowser that allows users to view web pages inside the service. The required extension will allow users to interact with that service in a number of different ways, described in the Functional Specification: I believe the most complex part of the development is in iterating through the list of open Internet Explorer windows, checking to see if SafeBrowser has been loaded already. Although difficult, its not impossible, my own quick research brought up a number of articles on the web explaining how this is done. ALSO REQUIRED. A single file executable or .msi that I can offer to users to download from my own website, and that I can submit to the I.E. extension gallery ALSO REQUIRED. Before the final milestone payment is released, the full source code and if necessary instructions on how to compile ALSO REQUIRED. The extension must be developed in C++ without the use of any third party libraries. ALSO REQUIRED. I may ask you to make some very minor alterations both during and after completion, you must be willing to do this. Please be 100% sure you can complete this project before bidding. Two developers have already tried but they weren’t able to complete the project, costing me time and money.
