Hi there! As I have understood from the description you need to configure BGP routing between two different DCs using private AS numbers and allowing you to utilize any IP address in any DC. In order to achieve that you will need your ISPs to support routing of subnets less than /24 (e.g. /25-/32). Typically ISPs will not do it. Other ways to achieve your objective are to build a tunnel or to purchase a Layer2 dedicated connection between DCs, however, I wouldn't recommend any of it, because the internet traffic in either case will be flowing through the DC which is originating the /24 subnet for which the traffic is destined.

But it would be very useful, if could draw the network diagram with your networks, datacenter, inernet providers, AS numbers and INETROUTES.
