I am familiar with IT Security and have several years experience in IT/Network Security. What you are asking is very similar to what we often do with PC's where they've had the IP address blocked by a website, and using a VPN doesn't work either as it's not IP-address related. I have helped several users access Kijiji in the past on their laptops and iPad's, and can help you with you accessing it from a smartphone. I have a work-around which will allow you to access the website up until you restart the device (Depending on make/model of device).
