Well like I said - it's free if it doesn't take alot of time - since it's really dependent to some cooperation from authorities / ISP's ...and depends on the offender's country. There is no law that will oblige him to do anything in some countries... so it's a long shot. The bidders that say that it's easy ... are WRONG. That unless you go personally to him, and break his legs :) I wanted to put the bid to 1 USD ... but since you specified minimum of 250 ... I couldn't.
