I think I would be best suited for this project because I have don this before and I have a base of code I can use to help expedite the completion of this project. I have implemented similar feature on other web sites.

9+ year of experience in Software Development, including 5.0 year Drupal Development, Strong understanding of structuring and architecting a CMS (Drupal in particular) Context/Views/Taxonomy/Workbench CTools, Form API etc. Understanding Drupal infrastructure: Apache / PHP / MySQL / Varnish / Memcached / Clustering. Multisite deployments(single codebase & separate database), multi-domain site(single codebase and single database). Strong knowledge of MySQL, PHP, jQuery, JSON Knowledge of Drush, APC, Memcache, Varnish and SOLR Search Working knowledge of Linux and, SVN/GIT, TeamWorkPM for project management. No SQL Database (MongoDB).

I've already used intensively the Mailchimp API on drupal websites, both using the mailchimp API and both from scratch (where the default module didnt match the customer request) For what you require for example, i'll go with a custom modules using only the mamilchimp API needed (upsert of the customer into mailchimp lists, sending the bulk emails, etc..)
