I’ve read your project description and can see that you need a access data base setup to track faults on a range of assets as they are phoned in, creating a basic fault reports generation and databasing, process flows and document for fault type as well as detailed shift log of phone operators. you also need additional notes and photos, so that they can be searched if required. I have been built many MS Access databases from scratch. I can make it so it can be use in Multi-user environment (Many user can work simultaneously from different computer) with log-in dialog, search, filter and save the filter features using Microsoft Access with Access Reports. You'll also see that I completed a similar project to log fault calls on an Australian bowling alley which I completed successfully and on time.
