Billing Analysis

We need to compare data for our clients. The client signs a contract with their vendor. Their vendor agrees to provide a solution/service at a predetermined price/amount. We need to compare the amounts the client is billed by the vendor against what the original contract indicates. We want to identify if the client is being overbilled or being billed for items they did not agree to purchase. The data that needs to be compared will be copied and pasted into the excel workbook from a searchable pdf file. We want the workbook/program to perform all the calculations and analysis automatically, with as little manual entry as possible. Open to ideas on other programs like Access if they would work better.
