Awesome "under construction" required for future forum

A fantastic "under construction" page is required with the topic being a particular American muscle car. I need a great page that lets any visitors know that sometime soon there is going to be something great going on. The domain is currently parked and I'm not happy with the unloved impression it gives off. Eventually it will become a forum and gift shop, but at this stage I don't have the funds nor the time it deserves. Not only will I require design, but I will need extremely competetive hosting done through you, and also get the page up and running. So I would appreciate upfront costs of hosting. This is purely an aesthetics thing for visitors who are very passionate people when it comes to "their" car. In summary, I need a very appealing page. I will point my domain towards your servers and the rest is up to you. I will require cpanel passes handed over. Look forward to what you can offer me.
