From your rtf doc file attached what i understand is that you need two phases of modules. 1. The main website with infographic content mentioning about the tour packages, company info, testimonails etc. 2. The booking module that would let users book a particular tour mentioning the passenger details and making payment through a payment gateway. The thing is not as simple as mentioned in the doc. It takes time. The entire concept can be built using wordpress but the budget is pretty low. Let me know if interested.
