Developer needed for New Japanese Marketplace Site

I am looking to hire someone to develop a website for me. All I have are the psd design files and a concept. I need someone who can turn it into functional, clean code and complete this website from beginning to end. The most important qualities that I am looking for in a programmer are: ・Honesty ・Diligence ・Efficiency ・Ability to communicate ・Actual Skill I want to make a long-term relationship and I am considering hiring for regular site maintenance after the site is completed and running if you do everything well and complete the job as required. About the website: I want to create a marketplace for people who are living in Japan to sell Japanese goods to people who are living in other countries. There will be multiple sellers. When someone signs up to be a seller, they will make their own profile/shop within the website similar to Etsy (http:[login to view URL]) I want to use PayPal as the payment system for the website. When a customer buys an item, I need it set up so that a percentage of that money goes to my company and the rest goes to the seller of the product. I need someone who has experience with developing and customizing these kinds of payment systems. I have the designs, but no code. I am looking for someone to take the designs and the idea and do the rest of the work to create a fully-functional online marketplace that runs smoothly. This is not just a PSD to HTML project. I am looking for someone who can stick with me through the entire website's development. I am on a limited budget, so I need a partner who is willing to work with me for what I am offering. The attached image is just the basic design of the homepage. There are many pages in the site because it is a marketplace. I will give the psd designs to the person who I decide to work with.
