I work for several years with: - graphic design (mostly coreldraw / corel photopaint) - html+css web builder and maintenance - drupal web builder and maintenance - concrete5 web builder and maintenance I know the value is not what you had put as budget, but $30 for 40 hours of work is to low and don't think you will find someone for that value.
