Build a Website

I need to hire someone (as economically as possible) to build a few websites for me, or to recommend an existing platform and adapt to the following needs: 1) Website that will be like [login to view URL], but for a specific industry. It will allow users to add and rate different businesses and post reviews in different business categories. 2) Website that sells a few different email lists with options to choose from a basic email list or an extended email list in a few different categories 3) Website that performs an online service where time for the service is billed hourly (or fractions thereof). There will be multiple assistants performing the work/service who will need to log in to the website and track their billable time per client. The website will have to allow clients to create accounts with their personal and billable (paypal) information. Also, the clients will need to be billed automatically on a weekly basis. There will need to be tracking of which assistant worked on which client's account, so any issues/complaints by a client can be tracked back to the responsible assistant. I will also need a function to review each assistant's hours on a weekly basis and pay them. All of the websites need to be secure and I also need advice on how to additionally monetize the websites, via ads or other methods. Please provide quotes on each website, or only the websites you can assist with, if you are unable to create all three. Thank you!
