Build an reverse auction website

I am looking for a good developer who would be able to build a holiday auction website for me. The website will allow holiday makers to post their holiday requests online such as destination, flights, accommodation, car hire.. anything specifics they want and agency can then bid on their custom. For example i want to take my children to Florida on holiday.. i post my holiday request on the website, travel agency can then bid on my request. I can then choose which one i want (not necessarily the cheapest bid wins).. The travel agency would be able to write a message with the bid. The website will be designed professionally with no bugs or issues. Travel agent will be charged a membership fee.
