Hi. I'll try to be straight to the point. If you already have a webservice for business logic and all interactions will be over this webservice I really think that it is a good oportunity to develop a SPA (single page application). That way it is natural to use AngularJS, it has a big community and we can get advantage over that. Are the webservice and website files hosted in the same domain? If they aren't, do we would have configuration access to the server hosting the webservice? Detailed planning on how to get your project done is highly dependent on your current website size, number of screens and UI complexity. For now, I can't give you a exactly estimative. Knowing the current website would help a lot as you said that the new should does the same of the old (can you send me the URL?). I have 7 years of web development experience, with a good background in both backend and frontend worked with a big set of technologies, and I'm massively working with angularjs in the last one year.
