Create MCQ Website

An MCQ website with quirky design elements wanted. + Future potential to develop App (IOS/Android). You will need to create website and database with emphasis on design. Aim: Wanting to create a website for different MCQ question banks. and ability to add further q banks. Service users purchase a select Qbank for a certain period of time. They receive username and password for website. As admin: I would like to create questions for each question bank/database, so a user friendly method is needed. The subscriber will have access to the database of multiple choice questions over a defined period, which can vary from 30 days to 6 months. The MCQ will have a question with 3-5 answers. The user will, at any given time, have the choice of how he wants to work through the database. He can choose to (a) WORK Randomly - i.e. work through question by question, each presented randomly, with the answer to each question appearing right after the question is answered; (b) WORK SMART - the subscriber chooses how many questions he wants presented e.g 20 or 40 questions (but only one question per page) and which category(ies) of question he wants to be asked. at the end of the sequence (lets say 20 questions) the results are shown as % correct and with answers/explanations shown; (c) finally there will be a MOCK EXAM section - where a fixed number of questions - lets say 65 questions - are asked over a timed period, pulling a specific percentage of questions from each category. AT the end the user can see correct/incorrect answers and explanations. All the way along, the subscribers' tally of responses must be stored and must be visible in a FEEDBACK section where he can view: total number questions answered from database (eg you have attempted 134 out of 1000 questions), % correct in total, % correct by category, and a cumulative timeline graph showing % correct in total, % correct by category over time. I can send examples of this website. I have a rough sense of how I would like the design element. It must be mobile friendly too.
