Create a skeleton specification to be completed by end user

I have an American customer. They have groups on Yahoo. I have transferred the groups data (members, messages) to Wordpress running bbPress. They want to install the theme "Woffice". I need them to produce a detail specification of their requirements. As they are end users they may not be good at writing requirements so I need a skeleton specification which they can complete. The Skeleton just has to be something like: Introduction - description of project Project Objectives Functional Requirements Per User Role Design Specifications - how things should look and feel visually Site Map - an outline of the site navigation Content Plan - type of content, and where content will come from Flow or Logic Diagrams - for non-trivial processes like checkout or applications but it needs to be more detailed. I do not know the correct questions to ask because I do not know Wordpress much. Obviously if the specification goes well you will be offered the main task. Thanks, Wilson.
