Creation of a secure member's website (c#) hosted on Azure

There is currently a stub-site created that is called from a public website. This stub-site needs to be expanded and modified into a proper member's site with modern authentication and access control protocols (a modern framework will be prefereable over a DIY solution).
Candidate should understand Azure's App Service Authentication and Authorization ( webpage is [login to view URL]).
The member's site should allow for a number of pages/functions that will be expandable in the future. The first requirements are for secure file upload & download.
Wireframes can be created to explain this in more detail.
