Design A Mobile Landing Page

We are looking for someone to build us a mobile landing page where basically when the user visits the landing page it will appear that the site is scanning their phone to see if their SnapChat app was hacked, of course its going to show them a warning that their phone is indeed infected then show them a link to download an antivirus app to remove the hack/virus from their phone. Of course the fake "scanning" process should be animated (fake progress bar...etc) and display properly on Android & iOS mobile browsers. Just as an example, something like this, [login to view URL] where when the page loads it starts at 0% then takes about 15 seconds to go all the way to 100% before the progress bar goes away and an alert shows up saying their SnapChat is infected and to remove the virus, click here....etc
