Design & draw graphics for top-down game

Greetings!
We are currently in the process of designing a game that allows players to throw things at animated characters below. The game requires some graphics to be created.
We need:
1. The board (background) of the game needs to be created in 1080p (1920x1080)
2. Character drawings to be created. Animations: walking across, stop and look up in anger (or sadness) in response to player, etc
3. Same as above, except for moving vehicles on the road (car, truck, bicycle, cop car, etc)

Character drawings must be appropriate scale compared to the example file uploaded.
Style requested:

Will accept bids for the board or characters. Either or both.
