Convert psd file to HTML file for upload

I want someone to convert the exact details of what is in the file into an working html file for upload. The details should be exactly the same as that of the design (psd) Someone else will upload it.

It is a simple landing page:

- the menu on the top will connect to the sub-sections on the landing page

- the last page will need more programming for the 2 way communication of sending an email etc.

I would like to have access to the HTML code - to be able to change the text whenever I want and I can just send it to the uploader- so I would need some guidance for this.
