Getting CSS to give the right look and feel for all different browser sizes can be tricky, but one approach that you could look at is to change over to using Twitter's "Bootstrap" templates. They are specially designed to gracefully change layout to accommodate a smart phone's smaller screen size. My approach would be to change just the drop-down menu to use the Bootstrap templates and leave everything else the same. The reason I'm willing to do this for such a low amount of money is because I need to develop a reputation for Freelancer, which you can only do by getting contracts and satisfied clients.
