About 1000 backlinks to my website

Hello, -I need 507 quality and permanent backlinks to get higher in [login to view URL] (us) and 510 quality back links for the same purpose but in [login to view URL] (uk) -links must relate to site topics (I will provide a few kewords) on high quality relevant sites -google guidelines must be followed and no methods or techniques that will get the site banned, de-indexed etc. shuld be used -I need this links to be added gradually (lets say within a few weeks) not everything at once to avoid being banned or de-indexed etc. -1/3 of the payment will be released when I get the list of 300 links, 1/3 when I get the list of next 300 links and the rest will be paid when I get the full list of backlinks.
