Access 2007 Programming

I have been developing an Access 2007 database to support data collection. The database has a table for communities, then related tables for aspects of that community (for example, a table of schools, which has a row for each school in the community). The user interface has a main form where the user can select a community. Then there is a series of tabs. So there is a schools tab, where the user is presented with a list of schools for the community. The user can select one and open it for editing, or create a new one. A detail form is shown, with "Save" and "Cancel" buttons. I'm having 2 issues that I'm seeking help with. So this project is related to helping to resolve these 2 specific issues, but really I'm looking for an expert Access 2007 developer that I can turn to with similar questions in the future. Issue 1: I have a currency field in the database, let's say "School Budget" for example. When I'm in the Schools list, and I edit that field with a non-currency value, I get a beep and an error message displayed. But when I'm on the detail form for the school, I get no feedback about the bad value – I just can't tab or enter off the field, or click any other buttons on the form until I change the value to a currency. I'd like the error checking on the value to work like it does on the list view. Issue 2: Whenever I load the application, or click on one of the tabs, it creates new blank records in the database. So I wind up with a lot of empty school records. I'd like to not have it create new records except when "Save" is pressed on the detail view. I'm looking to select someone quickly to work with, so please respond with at least one sample of Access 2007 code that you have developed, preferable code rather than macros.
