Develop IOS App that users can create name, categorize and rate at least 10 items

I need an app for the purpose of having rating. The app should work as follows: App users can enter a name and category (e.g: X under category A) and have 10 rating criteria for that from 0-10 (stars). In the end, the average of all 10 criteria is calculated. The rating is then shown in the main page for that category with average points from all users who entered it. Users should also be able to comment on that page. Other users should be able to directly go to the name A and do the same rating process. Basically it would create an app with databases of user opinion on various names/subjects. It should be able to rank itself as well. Further details will be provided.
