animated App for android lock screen

Hi,
We need an animated watch to display as android lock screen. And, if possible as iphone lock screen.
The clock needs to be WORKING with the local time/timezone.
For android i know its possible.. but for iphone im not sure.. soo if theres another way (a image as bg then with somehow the local timezone.. that would be great too. )
Please let me know what you can do and for what cost!
