Canteen Payment System (NO Gateway Required)

We are looking to develop a simple & low cost Virtual payment system, The system will consist of 2 portions , 1stly (Android App) & 2ndly (Web Application) Lets start off with the web application , the web application will allow us to create as many customers as we need and track their expenses , we will also need to track the stall holders earnings as we will need to re-imburse the amount to them in cash. The android application is key, customers will tap their rfid cards onto the android devices, and it will display their balances, following which stall holders will need to select the price of the item. The system will then deduct the "funds" and show the new balance. This is where we will go back to the web application , where administrators are able to print transaction history / stall earning etc. See the screenshots attached for a better understanding. Important Notes -Product delivered must be in working condition -Vendors who fail to deliver will be blacklisted from future projects, given poor rating Web Interface Specifications -Preferred Programming Language : PHP -Preferred Database : mysql -Site does not need to be mobile responsive. Evaluation Criteria -To be considered for this project, freelancers MUST be able to meet all specifications -Freelancers Reputation / track record (20%) -Price consideration / earliest date of delivery (80%)
