Develop a 4-pages iPhone Application (database and api too)

I need to develop a new iphone application, together with its database structure and API web services (no web version is needed). The aim is to build a smartphone application where users can anonymously login through facebook (providing authorization for the import of the public information of user_friends via facebook Open Graph API) and review any other person they know giving a vote to some parameters for each profile (e.g. ugly-handsome, annoying-likeable, generous-sponger, etc). All the votes of people are anonymous but the averages of votes can be seen also by the person reviewed. In this sense, there is the possibility to discover what people think and to contribute by giving votes. The voting system is made of few sort of volume-bars (as the ones used for the photo filters of instagram) that are the main characteristics of the app. The database table of people that can receive votes for each of the 7 parameters will be then populated by user_friends information imported from facebook user login. This table will differ from the one of user being authenticated in the app. The common variable will be facebook public ID again extracted from facebook login and user_friends OG information. More information will be provided upon request. All the details of the actions and the graphics of the 4 pages of the app will be also provided to the programmer. As mentioned, I am looking for someone who is able to develop both the app, the database and the webservices to send/receive information from the database (http protocol is fine).
