Adjust MySQL [login to view URL] on Windows 2008 Server for optimization

I have a Dedicated Server for my MySQL database and that's the only role of that server. I want someone to help me adjust the settings of the [url removed, login to view] file to make full use of the server so that my site runs even faster.

Here's the stats of my server:

-Windows 2008 64-bit Std. Edition

-CPU: Intel Core 2 Quad - 2.83 GHz

-RAM: 4 GB

-Storage: 2 x 300 GB hard drives

-Plesk Panel 9

Since this is only an hour or 2 long task, I'm setting my budget to only $30. All you'll really need to do is tell me what the recommended settings are and give me some other tips.

I should point out that the Table Engine for my tables is MyISAM.
