An html email alert whenever any table in oracle database gets blocked for more than 3 minutes. The email should show a table with column name as Table blocked,User Blocking,users blocked and Duration of block. It should be done through a oracle [login to view URL] procedure would called using a DBMS Scheduler or DBMS jobs .The procedure should be in such a way that if there is no block it should not send anything. If there is any block then an html email should be sent with details of block in it. This email should would be going to multiple users.
