ASP Error writing .CSV file with [login to view URL]

Hi!
My client is hosting their own website on a Windows server. We are trying to write a .csv file from the web server to a different server on their network.
The web server is in it's own work group.
The network server is in a different domain.
We are using this syntax:
set tf=[url removed, login to view]("\\tel1_server\Dompulink\reyemed\Monitor\" & fName)
Is this correct syntax?
_\Dompulink\reyemed\Monitor\
_
is the path, and fName is the filename.
Is this the correct syntax?
We are getting a permission error.
I'm not sure what to do? Is this a coding issue? OR... does the network admin have to change permissions? Can you even do this is the web server is in a different work group, and the network server is on a different domain?

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
