Automated Website with Telephone..

I am looking to create a website that will an automated part that can be used via the telephone. I am looking for the website to be like a bidding place on handy man projects where people could log on and view and bid on projects. I am also looking for a way for people to call a telephone # and listen to the projects and also be able to bid on the projects using the telephone. So they would call in and can hear a list of the projects that would be recorded by us, but then the people could bid on the project by using the telephone. This is like an IVR system that the banks use to check you balance or transfer funds… I am looking for a complete solution where if the person bided on the phone the website would be updated and also if the website was bided on the telephone would be updated….
