Connect .PHP Frontend with MS SQL Backend - Add some functions

This bid is to Connect an already created PHP Frontend to an existing SQL Database. The username/password authentication system has been created, however there are some bugs and it doesn't work properly. I think the cookies need to be re-done. Time scrolling will also need to be implemented - clients need to be able to go back in time to view previous months timesheets. Security is of course a consideration - naturally Client 1 should not be able to view Client 2's timesheets. Also, many of the dynamic fields will need to be created, such as the "Employees involved", Client News Section, Request Meetings areas, etc. The CSS will also need to be integrated into the final product so it looks like the below samples - please view on the below sites. Japanese/Unicode support will also need to be implemented - may not be too hard.
