PayPal IPN implementation

I need to be able to charge for access to educational files (.asp) on my site. I need a paypal implementation that allows me to offer instant access to these protected files and sends me an email telling me that someone purchased access. The code must be written in ASP and javascript and HTML and CSS and use my MS Access DB so that I can modify it in the future as my website needs grow. It must be able to allow access to individual files as purchased and the data must be stored in my website MS Access database it can be a new table, but must be linked to the tables (such as customer list) I already have. If there is a better database format that would work, I am willing to discuss if I can easily adapt my site to work with it. I am the final determiner of whether the database changes are acceptable and the chosen coder must adapt his/her code to my site.I can provide the site address and access to the files via FTP to the winning bidder. I know there is a lot of information on how to do this out there, but I do not have the time to work on this project.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

Windows 2003 server ([url removed, login to view] is my web hosting company). All the most recent versions of IE, Netscape, Firefox, and Opera.
