Advertisements/IP detection so I can target ads to user via different parts of the world! Banner ads and Video ads

Hi all, I have a video website like youtube… So here is what I need… I need you to create an advertisement platform/system where on the backend I can target ads video and banner ads to IP’S that visit the site… So let’s say I have a banner advert and it’s only meant to be seen in New York we need an IP detector to know that the visitor of the website is in New York so that ad will only be shown to them… Same with the videos… we want a video option so just like youtube the player will show a 10 second video ad but only to a IP location … You will be in charge of creating the system…
