Adware Program Popup Triggers

I am looking to have an adware script built.

I need a silent, or possibly .exe install application that will install on an end-user's machine. Once installed I want the ability to trigger pop-up windows based upon URLs visited by the user.

So, it needs to be able to monitor what URL/website the person is on, check to see if my database says to trigger a pop-up or not and act accordingly.

The script will need to query a database to determine if a pop-up should be served for a URL and if so, what URL should appear in the pop-up window.

This would need to be setup as a control panel so that I could open up the control panel, enter in a "trigger url" that will alert the application to force a pop-up if the app detects the visitor is on that url, and then enter a "destination url" that will be the page that appears in the pop-up window itself.

The application would preferably be a silent installation and bypass virus detection.

I would also consider creating the same type of application based off a regular .exe that the end-user would agree to install, but prefer a slient install.

I am open to your ideas.
