AVI Read and Write command line application

I need a small command line application that reads an AVI file, edits it frame per frame and saves a new AVI file. This tool needs to be a Win32 command line application. This tool needs to support AVI files that use the DivX codec, plus the other common codecs that come with WindowsXP. I will mainly test this application with files encoded with the DivX codec. For simplicity, the tool will use the same codec settings of the original file to create the new file. This is a sample of the command line: EditAvi [file in] [file out] [tool] [options] EditAvi c:\[login to view URL] [login to view URL] -s 70 The tools To test the edition tools a few sample tools will be developed: Scale ( -s ) Scales the image to a percentage of the original file. This performs frame per frame a bitmap resize using a percentage value specified in options. Resize ( -r ) Similar to scale but the new width is specified in pixels. Flip ( -i ) ( h v b ) Flips the bitmap in the horizontal axis (h), in the vertical axis (v) or in both (b).
