Create Simple Programmer Generator

I need a simple generator (any language) that allows entry of a url, a window size (x,y), a title, a copyright message, and a link. Also a flag as to whether to open links clicked in the application or in the browser, and a flag whether or not to include standard browser controls (back, next, home, etc). As a flag as to whether scrollbars should be shown. Also the program that creates the standalone executable file for the mac should a simple system that allows the user to specify several questions, with 3 possible answers to each question. The answers can lead to other questions. Eventually an answer to the question will lead to opening a webpage. Finally, an program icon could be selected by the user. The generator would then create a standalone executable file with a browser component that opens up the url specified by the user in the application (or if questions and answers were used, the url open would be decided at runtime based on the answers the user selects. The browser component would be the size specified by the user. So it the user entered 800 x 600, then the application could display the entire webpage without scrollbars. The application would make the caption the title entered by the user, and the copyright message would appear at the bottom of the screen, which if clicked would click the link entered by the user. Scrollbars for the browser component would only be shown if selected to by the program. If controls were selected, they would be displayed at top right. So effectively the standalone executable generated would act as a simple browser, but would not show a status bar, or shown the url, just the html from the page on screen. Links would work, so if clicked by the user would open the page. If the flag indicated to open in browser, they would do that, otherwise the link would open up in the program. Finally the program icon should be set to the icon selected by the user. This generated application must be completely standalone requiring no libraries, etc to be installed. i.e. anyone should just be able to download the executable file and run it direct without even requiring it to be installed, or additional libraries. It should just work.
