Bid & Acceptance Website

I want a website developed using a MYSQL database. The front-end will have a Client side and a Vendor's side. Both Clients and vendors will need to register with an editable verification email for both. Clients will post an "Event" and what type of services they require and how much money they are willing to pay(Bid). Vendors will receive an email notifying them of a potential gig. They will accept or decline gig. If accepted, all accepted gigs are shown to client. Client then picks final vendor. Vendors may pick from 3 levels of membership, one free and two paid.
