Autodialer telemarketing system

Looking for autodialiar system that will phone through a list of telephone numbers in the US (that I already own) and play a recorded voice message). The number of phone calls to be done are around 10000 per each campaign. Length of each campaign would be 3 days at most, which means to dial aroung 3500 phones per day (faster is better). The system should support an updated "DO NOT CALL" List. The system should import FTC DNC lists into its DNC database. As my calling list is imported it scrubs the numbers against the Do Not Call List. It should check every number before it is dialled to make sure it does not appear in its DNC database. I do not own the "Do Not call List" as it is changing everyday, so the bid winner shall have this automated system. I am not requiring to design a new system. Rather, I am looking for a company that can provide this service...My contribution will be to send the bid winner the phone list and the recorded message... I am shouting for at least one campaign per month. Bids shall be presented in details (price for a single campaign, price for 2 campaign, and price for a long term commitment such as 2 campaigns per month for 3 months and 6 months) ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
