Convert file using C++ and/or Perl

I need the ability to read, and to write to files using the MetaStock data format (this format is used for the trading data on stocks and future contracts). The main problem is the need to convert the early Microsoft Basic floating point formatted number to the current IEEE floating point format. The program should be able to open a MetaStock file, edit, or write the date or price fields to the correct file. The main program will have a GUI that allows the user to specify the criteria to convert ASCII data into MetaStock data (or vice versa). The program will then use a dll (that you will write) to actually process the MetaStock file format. I would prefer this dll to be in (C++ and Perl). The big picture is that I am downloading trading data for various stocks (for example: IBM) where the data is in csv format. Something like this: 12/05/2006,100.00,105.25,99.50,103.10,634234 Where the fields are: date,open,high,low,close,volume I need the abilty to either create or append this data to the correct file in the MetaStock format. I also need the ability to read in the MetaStock data and convert it into ASCII format. For a detailed description (and some sample data files) please download the attachment. I can send the link to you if you are still interested after reading the documents in the attachement. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Program should run on WIN98 and higher. Program should be coded using Microsoft Visual 6++ (my reference) or Visual [login to view URL] 2005, AND Perl (if at all possible).
