Create website powered by custom joomla component that uses Alexa API

Summary I would like to create a website that ranks lists of blogs by their [login to view URL] traffic ranking (using Alexa's API: [[login to view URL]][1]). E.g., it will list the best cooking blogs, the best video game blogs, etc. The resulting lists should look and function exactly like this: [[login to view URL]][2]. To power this, I would like to create a custom Joomla component. Here are the specific things the component must do: Control the homepage - Add, edit, delete and order the blog lists that appear on the homepage. - Publish/unpublish entire blog lists. List creation and management - create and delete entire blog lists (we would need to discuss how best to create lists...ideally, I'd want to be able to upload an excel spreadsheet with two columns...one with the blog URLs and another for the blogs' names to be used as anchor text...if that's not possible or practical, please advise a better way) - add, edit or delete items within a blog list. - all links appearing on blog lists should use the no follow attribute. The component's front end should do the following: - Create lists of blogs that appear exactly like this: [[login to view URL]][2] - The lists should auto update every day (or as often as Alexa will allow) Other requirements: - This job includes installing the latest version of Joomla on my server. - This job includes creating the website homepage where the links to blog lists appear. This is NOT any sort of graphic design. It should just follow the homepage model of [login to view URL], which means you'll use my logo and then a list of links to individual blog lists like the best cooking blogs, best video game blogs, etc.
