creat and save XML and then redirect to url.com/preview.php?id=<xml name>

I'm looking to have someone create a web page (no design) that would allow you to enter a URL of an image. For example [login to view URL] Once the image path is enter and the submit button entered the following must happen 1. a unique xml files should be created substituing in the following code. The file should be named something unique using some random generator with the letter "a" at the front of it. For example [login to view URL] 2. after the unique xml files is saved, then the person is redirected to anothter page. The attached file has the full details and an example.
