We have a CRE LOADED site that is running extremely slow. Apparently our site is getting throttled which is why your site are running slower. We are seeking a developer that can fix this issue and allow it to run normal.
The following is the information given to us by our host provider:
With throttling, it's generally a result of your PHP/MySQL processes and database queries. You'll want to check the “Process Manager” icon in the control panel (in the “Advanced” section to see what processes you're running. You'll also want to check the /tmp/mysql_slow_queries to see what queries are taking a long time to terminate. Even if you don't have many visitors you can still easily be getting throttled. Often having old versions of PHP programs (e.g. WordPress, Joomla, OS Commerce, etc.) or having inefficiently coded plugins will cause you to get throttled. I'd recommend going through our 4 articles on optimizing your PHP/MySQL found here:

More importantly though, you'll want to make sure whatever program(s) you're running are up-to-date and be very careful about the plugins/modules you're using as many of those are CPU intensive. In fact, many PHP programs themselves are CPU intensive even if you're on the latest version and have no plugins/modules, so you'll want to be careful about which programs you use. You'll also want to enable server-side caching. Many PHP programs allow you to enable caching when you login (e.g. WordPress Supercache, Joomla's caching, Magento's caching, etc.). If you're manually coding your PHP then here are some articles on enabling server-side caching:
