Custom URL-Shortner and Tracker

Hello Freelancers, I am looking for a good programmer who would be able to deliver a URL shortener and tracker according to my specifications. Specifications - 1) Should be able to shorten URL's ( open source , freely available code could be used for this ) 2) Users should be able to register and manage their short URL's 3) Users should be able to see analytics for their links ( number of UV's , country , referrer etc ) , analytics should be precise and very accurate. 4) Person clicking on Short URL should see a AD for 5 seconds before moving on to the destination URL 5) There should be a way to manage ads , check stats ( kind of admin panel ) + A few more small things , workings will be revealed to the winning bidder. I , being a programmer myself , would be able to give you directions on how to achieve the above requirements , most of the things required above are freely available and you could just assemble them into a single product. I would also need the programmer to be available on IM for better understanding. I would require a very quick turnaround time along with a reasonable price. I would also be able to outsource other projects to the winning programmer if this project goes all well. I would need the developer to stand by the product and be there for further development when needed.
